On Thursday 29th December 2005 in Doha, ended the events of
the Workshop on Compiling a Sign Language Dictionary for the
Deaf organized by the Supreme Council for Family Affairs
during the period 19th – 29th December 2005 in collaboration
with the Arab League and the Arab Federation of the Deaf
Care Organizations and the Arab Organization for Education
Culture and Science.
The Workshop came out with a number of recommendations which
poured into the benefit of this significant segment of the
Arab communities.
The Workshop’s final declaration recommendations came out as
follows:
First: Procedural Recommendation Concerning the
Dictionary:
1:- Focusing on the linguistic structure of words when
compiling the Dictionary especially that the Arabic word
carries a lot of meanings.
2:- Revising the second part of the Dictionary after its
preliminary version by a team of deaf experts and
interpreters preparing it for its final publication.
3:- Writing the names of contributors, the deaf individuals
and interpreters.
4:- Photographing the sign Dictionary with video so that it
can be easily understood.
5:- Distributing the standardized Dictionary to Arab
countries in sufficient number of copies in order to
facilitate training on it, including all participants in the
Workshop.
6:- Printing the Dictionary on CDs.
7:- Documenting Dictionary copyrights so that no reprinting
or quoting from it may occur.
8:- Establishing a plan for training on the Dictionary in a
standardized way in the Arab countries, providing that
training is undertaken by experts who participated in the
Workshop.
On her part, Dr Amna Al-Suwaidi, Adviser of Special Needs
Department at SCFA confirmed in the address of the Arab
League’s Secretariat-General that the area of this work is
among the areas which the Arab League Secretariat-General is
concerned with within the framework of the necessity of
social inclusion confirmed by the Arab Contract of the
Disabled issued by the Sixteenth Arab Summit in Tunis, 2004.
On her part, Hayat Al-Wadi, in the name of Arab Organization
for Education, Culture and Science, confirmed that the
achievement of this sign dictionary came as a result of the
unification of the efforts of the Arab League
Secretariat-General and the Arab Organization for Education,
culture and Science, and the Arab Federation of the Deaf
Care Organizations. Ms Al-Wadi went on to say that this
Dictionary is the first Arab accomplishment in this area.
Finally, SCFA Secretary-General, Mr. Abdullah bin Nasser
Al-Khalifa lauded the efforts unified to make successful the
Workshop whose activities continued for ten days to come out
with a standardized Arab sign dictionary which will
facilitate the language of communication among the deaf and
enable them to exchange expertise and information, enabling
them to penetrate the borders from the minor homeland to the
one at large.
He also lauded the Arab Organization for Education, Culture
and Science and the Arab Federation of Deaf Care
Organizations for their fruitful cooperation with SCFA.
The deaf in the end presented an address of gratitude for
Her Highness Sheikha Mozah bint Nasser Al-Misnad, SCFA
President, for her support of Arab deaf through the Arabic
Dictionary of Standardized Sign Language.
