Since its establishment, the Council has been keen to conduct its business through:

1. Implementing the proposals and recommendations submitted by the Council's specialized committees, (The Special Needs Committees, Woman's Affairs Committee, Childhood Committee, Committee for the Elderly, Youth Committee and The Coordinating Committee between Private Societies and Institutions).
2.
     Coordinating and cooperating with all relative government agencies.
3.
    Promoting the involvement of the civic society institutions in planning and implementation of its work.
4.
       Promoting voluntary work.
5.
       Promoting the involvement of the private sector in developmental programs.
6.
       Involving the targeted groups in planning.
